Under customary international law, a state is responsible for all its organs. Similarly, the state is responsible for its territorial units such as provinces and municipalities. This principle of attribution follows from the concept of the unity of the state and applies to organs at all levels and regardless of the position of the organ in the state’s administrative organization.
