The right to a hearing is often regarded as one of the cornerstones of the notion of “fair trial.” Article 25 deals with the more technical aspects of the arrangement and conduct of a hearing. That provision also addresses affidavit evidence in paragraph 5 and sets forth the general principle concerning the admissibility, relevance, materiality and weight of evidence in paragraph 6. Article 25, the subject of this Chapter, is closely connected with Article 24, discussed in Chapter 16. (chapter 16)
